PAGCOR Closes Underperforming Casino Sites in Cebu and Davao as Part of Operational Optimisation Strategy

The Philippine Amusement and Gaming Corporation (PAGCOR) has announced the closure of two Casino Filipino sites in Cebu and Davao due to continued financial losses. The move comes as part of PAGCOR’s broader rationalisation plan, aimed at improving operational efficiency and focusing on more profitable ventures, including Evolution games and the low-cost live studio options available in the gaming market. The Talisay casino in Cebu and the Tagum casino in Davao del Norte both reported substantial losses. The Talisay site saw a net loss of Php39.32 million ($672,000) in 2023, which increased to Php49.56 million in 2024. Similarly, Tagum reported a loss of Php31.56 million in 2023, which grew to Php36.93 million in 2024. This financial strain led to the decision to shut down operations at both locations. As part of its commitment to employee welfare, PAGCOR has reassured workers that all 75 employees affected by the closures will be reassigned to other PAGCOR gaming sites. This move aligns with the gaming industry’s shift toward modernising operations and focusing on more dynamic sectors like online gaming and casino studio online environments, which are gaining popularity due to their live dealer options. PAGCOR’s closure decision is consistent with broader trends in the casino industry, where gaming operations are adjusting to focus on emerging technologies and game developers offering more interactive experiences. These innovations are increasingly shifting players’ interest towards live dealer games, roulette low-cost live studios, and online casino platforms, where they can enjoy the thrill of live gaming experiences from the comfort of their homes. While the closures might have been necessary due to financial losses, PAGCOR’s investment in online and electronic gaming sectors, including Evolution games, has proven effective, with a reported record revenue of Php112 billion in 2024. This success has highlighted the growing demand for online platforms and the role of game developers in revolutionising the gaming landscape. The strategic shift also reflects the changing market dynamics, with the casino industry seeking ways to remain competitive in an ever-evolving digital environment, where live studio experiences and real-time interactions with live dealers are becoming increasingly popular. As PAGCOR continues to optimise its portfolio, opportunities for casinos for sale may emerge, presenting new ventures and investment prospects.
